The Hague Convention on Intercountry Adoption entered into force in Haiti on April 1, 2014. At this time, the U.S. State Department is cautioning prospective parents that delays and changes may occur as Haiti’s adoption authority, the Institut du Bien-Être Sociale et de Recherches (IBESR), implement a Hague-compliant process. The IBESR has agreed to process transition cases in which a Form I-600 or I-600A was filed before April 1, 2014.
